She walks up to her dog door, pokes her head outside to stare at the rain, and then realizes that she's too big of a diva to be out in that kind of weather and walks back in.
So...
The fact no one called us to say that they saw her today in the rain is just a testament to:
a) Her prissy-ness
b) Her newfound street smarts
c) some really sweet old lady letting her stay in the house and watch The Price is Right all day
But, we have had about another dozen or so folks that we don't know out driving around, taking their lunch breaks to look for her, etc. etc. It's really a world full of amazing people that we live in. One of my students brought his dog out from across town and walked around with me for 2 hours, then called and told me he'd help out in any way he could.
We're still on the hunt y'all, and we're not giving up anytime soon. Our baby is coming back to us. If you'd like to help tomorrow, please do one of the following things:
1)
2) Pass out flyers to everyone you know.
3) Take a minute to go out and look. The latest area of concentration (5 sightings yesterday) is on the nature trail that runs North/South between Trinity and Club between Duke and Washington and then down at Northgate park.
4) We'll be out again in full force in the afternoon if you'd care to join us.
5) Keep having your dreams, sending your prayers, and telling everyone you know.

I have asked everyone I know to email both Steve and the Mayor. Including friends from all over the country. I will not be able to join this afternoon, but plan on going out after work to help look for her.
My name is Karen and I live in Northgate Park. I'll be out with my dogs this afternoon (both pit mixes - they want to help find their lost sister!)) and I will concentrate on the areas you mentioned.
re: signs. You can definitely wait until you receive official notification from the city/county planning department that you are in violation. From that point in time, you'll have 48 hours to remove the violating signs.
There is an exemption available for non-profits that are promoting specific events, providing that signs are up and within a certain time frame before and after the event. I doubt that will apply in this case.
The problem with granting an exemption is that there's no legal grounds for distinguishing between solicitations (WE BUY HOUSES!) and lost dog signs. If your signs are allowed to stay up, then the guys who put up the WE BUY HOUSES! signs will be all over that.
That said, my understanding is that this is a complaint driven process. The department does not, generally, go out and cite violations on its own.
I learned this lesson a few years back when our neighborhood association received a notification to remove all of the fliers we had placed advertising National Night Out, with the threat of a $300/per flier/per night penalty if we didn't get it done.

I'm in Alabama so I can't help search (allthough it's all I can do not to get in my and drive up to help) but I'm praying!
Don't forget, the $300 (or $500) fine is per flier, per night that they are up in violation.
I'm sure that's a generous offer, but the fines could easily run into the thousands of dollars if these guys have more than two dozen fliers up overnight.

Thanks for the input, as you seem to have had to deal with this rule before. However, the lady who called us definitely did NOT quote a $500 per flyer/ per night fine. Also, I think there is a big difference between the advertising of a neighborhood event and the picture of a stolen dog. And an even bigger difference (and an obvious one) between Bean's posters and the WE BUY HOUSES! ones.I am hoping someone in the city office thinks so too.
If not, we will deal with that when we have too. I beg you to refrain from posting anything that is not positive and uplifting and hopeful, if you please.
